Where should I place the wedding cookie favors?

I have a knack for baking and cookie decorating, therefore my older sis (the bride) has asked me to make and decorate sugar cookies for her wedding favors. Would it be a bad idea to place the packages on top of the plates at the tables? What about handing them out with each slice of wedding cake? Is that wierd or tacky? What are some other options?

What a nice idea! Put one set at each place setting - depending on the space available, it's better to have it above the plate (like between the water and wine glasses), but if there isn't the space, on top of the plate is okay.
